If
I dial 911 for an emergency, where will the call go? |
|
| |
The 911
call will still go to the Kane County Sheriff dispatch
center. The Campton Hills Police Department has
entered into an agreement with the Sheriff to provide
dispatch services for the Village. This is a similar
agreement that the Sheriff’s office has with other
departments including Elburn, Hampshire, Pingree Grove, the
Kane County Forest Preserve District, and the Fox Valley
Park District. |

2.
How will my emergency call get to the Campton Police Hills Police
Department? |
|
| |
The call
will be dispatched over the radio to the Campton Hills
Police who will then respond. This is the same as it
is currently with Sheriff patrol cars or with other towns.

3.
What types of emergencies do I call 911 about? |
|
| |
In general,
anytime you need a police officer to respond right away you
should call 911 for either emergency or urgent
calls. Emergency calls can include accidents, crimes
in progress, medical emergencies, domestic situations, etc.
Urgent calls can include suspicious people, neighborhood
disputes that are in progress, loud music from a neighbor,
etc. In essence, if something is occurring NOW,
call 911. |

4.
What if I need the Campton Hills Police to respond but it is not an
emergency? |
|

You may
call the non-emergency number of 630-584-0330 for the
Campton Hills Police Department. There may not be
someone there to answer your call but you may leave a
message. Our officers check messages frequently and
will respond as soon as they can. |

5.
What types of calls should I call the non-emergency number for? |
|
| |
Generally,
these would be types of calls that do not require an
immediate response. Some of these types of calls can
include: damaged property where the offender is not in the
area, parking violations or abandoned vehicles, accident
reports where neither car is still at the crash site, animal
problems that are of a recurring nature, found property,
identity theft such as someone used your credit card number,
and illegal dumping of garbage on your property. |

6.
How has police services changed in Campton Hills? |
|
| |
Campton
Hills has officers on duty 24-hours every day, not only
waiting to respond to calls, but also being proactive to
address issues and concerns that are on-going. The
residents of Campton Hills can see the same officers working
in the community and have become familiar with them.
The officer that responds to your concerns will be the same
officer patrolling your area in the future. In
essence, the goal of the Campton Hills Police is to provide
a more personal response and follow-up to issues. Many
of the issues that residents have expressed include traffic
concerns in specific locations, damage to property including
graffiti, and child safety concerns. Officers will be
addressing these issues on a regular basis not only with
enforcement, but also with crime prevention and community
policing initiatives. |

7.
What is community policing? |
|
| |
In essence,
community policing involves the police department and the
residents working together to solve issues and concerns in
their neighborhoods. Community policing is not just
crime prevention, Neighborhood Watch, or extra police
patrols. It is employing a variety of strategies by
the police and the community, to not only solve issues, but
also to improve or maintain conditions. Community
policing has worked in many communities and builds a bond
between police departments and the communities they serve.

8.
What happens if a major crime happens within the Village? |
|
| |
The Campton
Hills Police Department will respond to handle the incident.
As with many smaller villages, the Campton Hills Police
Department will utilize agreements with other agencies to
assist us. For example, the police departments in Kane
County have banded together and formed a “Major Crimes Task
Force” to respond to such incidents. This task force
brings experienced investigators and evidence personnel to
assist. This task force would work under the direct
supervision of the Campton Hills Police. The Campton
Hills Police will also volunteer an officer to this task
force to reciprocate and may assist other towns in their
investigations. In addition, the Illinois State Police
will respond and provide evidence services to Campton Hills
when requested. In addition to the Major Crimes Task
Force, the Kane County Chiefs of Police has established a
Mutual Aid Resource List for all departments to draw from.
The State of Illinois has also instituted an Illinois Law
Enforcement Alarm System in which resources can be drawn
from local towns.

9.
What about other investigations, like burglary or theft? |
|
| |
The Campton
Hills Police Department will handle all investigations and
evidence processing for crimes committed within the Village.
Our officers will be experienced and trained to handle a
variety of investigations.

10.
How
many officers make up the Campton Hills Police Department? |
|
| |
Currently
there are 11 police officers with the Campton Hills Police
Department. Our officers have a variety of backgrounds
and experiences they bring to our department. In the
future, CHPD will institute our own Field Training program
when we hire new officers without police experience for us
to train. |

11.
Why is there always a car parked at the Police Department? Should
not all cars be out patrolling? |
|
| |
This is a
common concern that is heard by all police departments.
Proper asset management and planning dictates that you must
have more squads than you can have patrolling. There
are many reasons for this. We must be prepared as
squads require constant maintenance and officers must have
vehicles available if one is taken out of service for any
length of time. Another reason is that with shift
changes and calls for service, it is not uncommon for
officers to be late coming in at the end of their shift, and
the officer just starting needs a vehicle available to get
out and patrol and handle calls. What many outside of
police work are unfamiliar with is that there are a lot of
administrative duties that officers must perform which
requires them to be at the station. In fact, these
administrative duties can make up about a third of a police
officers time. |

12.
What can the community do to help stop crime? |
|
| |
Most
property crime can be easily prevented by utilizing some
simple crime prevention methods. The majority of
crimes that have occurred in Campton Hills are thefts from
vehicles and entry to open garages. Almost none
of these involved any type of force to gain entry such as
breaking a window. Residents must close their garage
doors when not outside or able to watch the garage.
The majority of garages have been entered at night, often
just after dark. This has occurred even with parties
occurring in the backyard or people home and awake.
Vehicles have been left unlocked with valuables such as
wallets, GPS systems, credit cards, computers, etc. in plain
sight. For younger offenders, we must take the
temptation away from them. Lock your vehicles as most
thieves do not want to draw attention by breaking glass and
making noise. Hide you valuables in your car if you
cannot take them into the house. Put items in the
trunk where they are not visible.

13.
How does the Fire and Police Commission work and who is on this
Commission? |
|
| |
The Fire
and Police Commission is based on Illinois State Law and
have open meetings that the public may attend. The
Fire and Police Commission is generally an independent body
that will work closely with the Police Department. The
Commission is tasked with hiring all officers of the police
department and discipline decisions of officers. The
Commission sets the hiring rules and criteria as well as
weighs candidates’ abilities and experiences. The members of
the Commission are all Campton Hills residents:
Dennis
Nowicki:
Mr. Nowicki is the Chairman of the Commission who retired
as Chief of Police for Charlotte-Mecklenburg, North Carolina
as well as Chief of Police for Joliet, Illinois and served
26-years with the Chicago Police Department where he
attained the rank of Deputy Superintendent. He currently is
a consultant to the Department of Homeland Security,
providing technical assistance to states and major cities
developing strategic and tactical interoperable
communications plans.
Emad Eassa:
Mr. Eassa is currently the Chief of Police for Elgin
Community College and was the former Chief of Police for the
Kane County Forest Preserve Police and retired as a Captain
from the Illinois State Police.
Christian
Boissonnas:
Mr. Boissonnas is a retired Assistant Fire Chief from the
State of New York and also serves on the Campton Township
Board.
